Tom has more than 25 years’ experience working as a public sector attorney representing municipalities in complex civil rights issues, administrative proceedings, eminent domain, litigation and appeals, and the numerous other legal issues facing cities. He is a past recipient of the Glen G. Zimmerman Municipal Law Award for Outstanding Contributions in the Practice of Arkansas Municipal Law.  He also represents several private sector clients in litigation, land use and employment matters. Tom has served as a City Attorney for the cities of Lowell, Elm Springs and West Fork, and is a member of the Arkansas City Attorneys Association and the International Municipal Lawyers Association.
